Elaboration of a Given Theme
आयोग के शब्दों में यह बिंदु है — ‘Elaboration of a given theme (Any 1 out of 3, approximately 150 words)’.
Sentence 1–2 — the idea in your own words
Sentence 3–5 — why it is true
Sentence 6–8 — one concrete example
Sentence 9–11 — the limit, then the conclusion
Worked example 1
- Theme
- “A rule that is not explained is a rule that will not be followed.”
- Elaboration
- The statement suggests that compliance depends less on authority than on understanding. A rule imposed without a reason is obeyed only while somebody is watching, because those who follow it have no way of judging which situations it was meant for. Once the rule meets a case its author did not foresee, the person on the spot has nothing to reason from and simply guesses. An explained rule behaves differently: the person applying it can extend it sensibly to a new case, because he knows what it was protecting. This is visible in any office where a procedure is circulated with its purpose stated — queries fall, and exceptions are handled rather than ignored. None of this means every rule can be argued about endlessly; some must simply be followed, and quickly. It means only that where explanation is possible, it is cheaper than enforcement. (148 words)
Worked example 2
- Theme
- “Development that a community cannot maintain is not development.”
- Elaboration
- The idea here is that a project should be judged not on the day it is completed but some years afterwards. Anything built can be inaugurated; only what a community can repair, clean and fund will still be working later. When maintenance is treated as somebody else's problem, the asset quietly decays and the money spent on it is lost twice — once in building, once in rebuilding. Rajasthan's older water structures make the point well: the tanks that survived were the ones a village desilted every year, and they failed not when the rain changed but when the responsibility moved away from the village. The argument has a limit, since some works — highways, large dams, hospitals — genuinely need expertise no village possesses. But even there, the part that can be maintained locally should be, because it is the maintained part that lasts. (146 words)
Worked example 3
- Theme
- “Examinations measure preparation, not ability.”
- Elaboration
- This statement draws a line between what a test can see and what it claims to see. An examination observes a candidate for three hours under fixed conditions, and what it records is how well she has prepared for exactly those conditions. Ability certainly helps that preparation, but so do time, guidance, health and the quiet of a place to study, and the score cannot separate the four. Two candidates of equal capacity may therefore be ranked far apart, and the ranking will look like a statement about them rather than about their circumstances. This is not an argument against examinations; a system that must choose among thousands needs a measure that is the same for everyone, and no fairer one has been found. It is an argument for reading a score modestly — as evidence of preparation, which it truly is. (142 words)
